The Norwegian education system is from kindergarten to doctoral level. NOKUT (Norwegian Agency for Quality Assurance in Education) is responsible for quality assurance of higher education and tertiary vocational education in Norway.
NOKUT's work is aimed at contributing to society that is the assurance of Norwegian higher education and higher vocational education as well as foreign higher education, are recognized.

NOKUT is responsible for quality assurance of higher education and tertiary vocational education in Norway. Such education is part of a more comprehensive education system, however, and builds on primary and secondary education.
Children and young people in Norway have a right and an obligation to complete primary and lower secondary education, and adults are also entitled to primary and lower secondary education. Everyone who completes primary and lower secondary education is entitled to upper secondary education qualifying for further studies or a vocation. The Higher Education Entrance Qualification qualifies students for admission to university or university college programmes. Higher education is offered at bachelor, master and PhD level and should be research-based. Tertiary vocational education is a short vocational alternative to higher education.

The gray boxes show the programs that an organization can set up. The red boxes show the research programs that an organization must submit to NOKUT for accreditation.
Colleges, that are not accredited, must submit to NOKUT, accompanied by all new programs, accredited institutions to submit for the establishment of masters and doctoral programs when universities have the right to self-recognition to set up research programs at all levels.

The Ministry of Education and Research has regulations on the enrollment of degrees, diplomas and certificates at the Norwegian Framework (NQF) level. Only major levels in the accredited formal education system are enrolled in NQF.

The aim is to compare the level of Norwegian and other qualifications from other countries, through the European Framework (EQF) or European Framework for Higher Education (QF-EHEA). This can make a comparison easier and improve the possibilities for cross-border work opportunities.
In the coming years the NQF, the EQF and the QF-EHEA will be recognized in the diplomas, certificates, skills documents and records approved by the EU by state authorities and educational institutions.
